Ibrahim Zautdinovich Mankiev, a 32-year-old Russian man of Ingush ethnicity, faces imminent extradition to Russia, where he would be at risk of torture and other ill-treatment. He is being detained incommunicado in Egypt.

The Russian authorities are now believed to have requested the extradition of Ibrahim Zautdinovich Mankiev, who was arrested by Egyptian security services in Alexandria on 10 November. It is believed he has been held in incommunicado detention since.

If returned to Russia, Ibragim Zautdinovich Mankiev might face an unfair trial and be at risk of torture and other ill-treatment in order to extract “confessions” from him.
Amnesty International opposes the extradition of Ibrahim Zautdinovich Mankiev to Russia. Amnesty International regularly receives reports of detainees being tortured or otherwise ill-treated in Russia, and of the authorities failing to investigate such reports effectively, or bring those responsible to justice. Amnesty International has documented many cases of use of torture and other ill-treatment of suspects in the North Caucasus. “Confessions” extracted under torture have been used in trials, which failed to meet international standards for fair trial. There have been also many reports of convicted people from the North Caucasus being sent to remote prison colonies elsewhere in Russia, where they have been subjected to torture and other inhuman and degrading treatment.

PLEASE WRITE IMMEDIATELY in Arabic, English or your own language:

-Calling on the Egyptian authorities not to extradite Ibrahim Zautdinovich Mankiev, who is at risk of being tortured or suffering other ill-treatment and who might face an unfair trial if returned to Russia;

-requesting that the Egyptian authorities disclose Ibrahim Zautdinovich Mankiev’s whereabouts, and give him access to lawyers of his choice, his family and any medical attention he may require;

-urging the authorities to ensure that he is not tortured or otherwise ill-treated.

ADDITIONAL INFORMATION

Ibrahim Zautdinovich Mankiev and his wife, Maret Mankieva, were both arrested by plainclothes police officers in Alexandria on 10 November after visiting the Russian consulate to renew his passport. They were detained in a police building in Alexandria – probably a State Security Investigations (SSI) facility. Maret Mankieva was released the same day; the security forces instructed her to take them to her home in Alexandria, which they subsequently searched without a warrant. Before she left the detention facility, she was permitted to see her husband. She has stated that his legs and hands had been bound and he was bleeding from wounds on his head and face, where the police officers had beaten him during his detention.

Maret Mankieva has not been permitted to see her husband since, or pass on his personal belongings to him. The authorities have not officially acknowledged holding him. No charges are known to have been brought against him and it is believed he is still detained in Alexandria.

Ibrahim Zautdinovich Mankiev and Maret Mankieva have been living in Egypt since 2006. They left Russia in order to escape the harassment they had been subjected to by the authorities in Russia in connection with Ibrahim Zautdinovich Mankiev’s religious activity. He has continued to study Islam whilst in Egypt and he intended to apply to a university to further his Islamic studies. The Russian consulate in Egypt apparently was unable to renew Ibrahim Zautdinovich Mankiev’s passport, and claimed at the time that they had no information about him in their records.

In June at least six Russian nationals were forcibly returned from Egypt, following a wave of arrests in late May of foreign students – including about 35 Russians. Four other Russians were deported from Egypt on 18 June, detained on arrival in Russia and then released after questioning.
