Dear Minister,

As member of Amnesty International, I write you to express my concern about the humanitarian crisis in Gaza.

First, I reiterate that Amnesty International absolutely and unequivocally condemns and campaigns against the launching of rockets from Gaza into Israel and any other attacks by armed Palestinian groups against Israeli civilians as gross violations of international humanitarian law.
I note that Amnesty International recognises that the Israeli authorities have a duty to protect their own citizens, but that security measures must not violate Israel’s obligations under international human rights and humanitarian law under which Israel, as the occupying power, has the obligation to ensure the welfare of the 1.5 million Gaza residents and is prohibited from imposing any form of collective punishment.

I urge you to immediately lift the restrictions imposed on the passage of persons, and of fuel, electricity and basic necessities into the Gaza Strip and allow export of Gaza’s produce;
I point out that these restrictions do not target those responsible for rocket attacks but rather constitute a form of collective punishment for the 1.5 million inhabitants of Gaza and have resulted in a humanitarian crisis in Gaza.

I call for the immediate lifting of restriction on the exit of Gaza patients in need of medical treatment not available locally and of students with university places abroad.
And I call for urgent efforts to secure an immediate agreement which will allow the Rafah crossing between the Gaza Strip and Egypt to reopen.
