Dear Presidential Adviser,

I am writing to you in relation to Amnesty International’s recent report entitled “Sudan: Displaced in Darfur - A generation of anger”, which illustrates the high incidence of rape and sexual violence in IDP camps in Darfur, as well as the failures in addressing the problem.
Amnesty International considers that rape - reportedly committed by both state and non-state actors including military officers - is of serious and urgent concern and must be addressed by your government.

Most victims that Amnesty International spoke to said that police rarely investigate cases of rape reported to them. When they do investigate, perpetrators are rarely found and arrested.
Sudan is party to several crucial human rights treaties, including the International Covenant on Civil and Political Rights (ICCPR), the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD), the Convention on the Right of the Child (CRC), as well as the African Charter on Human and Peoples’ Rights. All these treaties prohibit unlawful killings, torture and ill-treatment. Rape and other forms of sexual violence by combatants in the conduct of armed conflict are recognised as war crimes and crimes against humanity under the Rome Statue of the International Criminal Court, which the Sudanese government signed in September 2000.

According to reports received by Amnesty International, some members of the armed forces are allegedly involved in rape and are not being held accountable. The government of Sudan has a responsibility to ensure the protection of civilians, and in particular women and girls. Any of its forces suspected on reasonable grounds of being involved in rape or acts of sexual violence must promptly be brought to justice in trials that meet international standards.
I refer and ask you to implement the recommendations made in the attached report. More specifically, the organisation calls upon the government of Sudan to introduce measures, such as having specially trained women police officers at each police station, providing gender training to police, and investigating and interviewing suspected perpetrators.

We look forward to receiving your response. It would also be useful if you could inform us of any measures the government is taking to ensure that women victims of rape are provided with assistance.
